This resolution directs the Joint Legislative Audit and Review Commission (JLARC), a state agency that conducts independent evaluations of government programs, to update its 2016 study on how regulations affect Virginia's manufacturing sector. This update is a recommendation from the Manufacturing Development Commission and will involve estimating current compliance costs for manufacturers, comparing them to 2016 figures, assessing how Virginia's regulations compare to federal ones, reviewing recent state agency actions that have impacted compliance costs, analyzing costs by industry sector, and, if data allows, comparing Virginia's costs to those in other Mid-Atlantic and Southern states. All state agencies are required to assist JLARC in this study, which is expected to be completed with reports submitted by November 30, 2026, and November 30, 2027.
