This bill establishes the Office of Enterprise Data and appoints a State Chief Data Officer to oversee the state's data assets, aiming to improve data management, literacy, and sharing across government agencies. The State Chief Data Officer, appointed by and reporting to the Secretary, will be responsible for creating and implementing a statewide data strategy, ensuring responsible data governance, and advising agencies on data policies and standards, including publishing an annual strategic plan and developing guidelines for the use of emerging technologies like artificial intelligence. The Office of Enterprise Data will support these efforts by establishing statewide data literacy and governance programs, compiling an inventory of state data, developing standardized mechanisms for inter-agency coordination, and setting privacy-preserving technical standards. Furthermore, each principal state department must appoint an Agency Data Officer who will collaborate with the State Chief Data Officer, develop policies for their unit's data use and management, oversee data quality, facilitate data sharing, support data literacy and training, implement data privacy and risk management, and report on data-related activities, with other state government units having the option to appoint such officers.
