The bill also clarifies that after January 1, 2027, any county adopting a new charter must follow these new procedures, and any amendments to adopted charters will use a separate specified process. The existing provisions for counties to adopt charters voluntarily are being replaced by this mandatory requirement. This proposed amendment will be put to a statewide vote in November 2026.
