This bill, known as the Accessible and Expedited Voting Act of Maryland, mandates that the State Board of Elections establish guidelines for local election officials to create a process that accommodates and speeds up voting for elderly voters (defined as individuals 65 years of age or older) and voters with disabilities, as defined by the federal Americans with Disabilities Act, at all early voting centers and polling places. These guidelines will require dedicated expedited lines, clear signage for these services, priority seating in waiting areas, and specific provisions for busy locations. Local boards are responsible for implementing these guidelines, gathering feedback from voters on the accommodations and expedited process, and making immediate adjustments as needed. The State Board will monitor this implementation, report annually to the General Assembly on any challenges, the effectiveness of the measures, voter feedback, and recommendations for improvement. Additionally, election judges will receive statewide training on assisting elderly voters and voters with disabilities, including best practices for such assistance.
