This bill amends Maryland law to allow "nontenure track faculty" at certain higher education institutions, including the University System of Maryland, Morgan State University, and St. Mary's College of Maryland, to engage in collective bargaining. Collective bargaining is defined as good-faith negotiations between employee representatives and their employer to reach agreements on wages, hours, and other employment conditions, or to clarify existing terms. The bill specifically includes full-time, part-time, or adjunct nontenure track employees with academic responsibilities, such as teachers and researchers, within this right, while excluding officers and supervisory employees. This change is significant because, prior to this bill, nontenure track faculty were generally excluded from collective bargaining rights at these institutions, alongside other categories like chief administrators, student employees, and contingent or temporary workers, though the bill now explicitly includes nontenure track faculty in these previously excluded groups. The bill also clarifies that appropriate bargaining units at these institutions will now include a separate unit for nontenure track faculty, in addition to existing units for nonexempt employees, exempt employees, and sworn police officers. This legislation is set to take effect on July 1, 2026.
