This bill modifies the definition of a "historic motor vehicle" in Maryland by changing the age requirement from being a model year of 1999 or earlier to being at least 25 years old, while still requiring that the vehicle has not been substantially altered from its original design and meets other criteria set by the Administration. It also clarifies that remanufactured or reconstructed replica vehicles are not considered historic motor vehicles. The bill outlines registration fees for these vehicles, with a one-time fee of $50 for vehicles manufactured at least 60 years prior to the current model year, and annual fees of $45.50 from July 1, 2024, to June 30, 2025, and $55.50 thereafter. Owners must certify that these vehicles will be used for exhibitions, club activities, parades, tours, and occasional transportation, not for general daily use, primary transportation of passengers or property, employment, or commercial purposes. Vehicles registered under this section are exempt from certain inspection requirements and emission control mandates, and the bill specifies that these changes apply prospectively to vehicles registered on or after its effective date of July 1, 2026.
