This bill mandates that the Executive Director of the Maryland Institute for Emergency Medical Services Systems (the Institute), which is responsible for coordinating emergency medical services in the state, must coordinate the minimum equipment, supplies, and medications, including those for neonatal care, to be available on emergency medical services vehicles. Additionally, the bill requires each county and municipality that operates or contracts for emergency medical services to conduct quarterly reviews of ambulance performance data published by the Institute, certify the completion of these reviews, and submit a summary to the Institute. These reviews must assess response times, service quality, and compliance with Institute standards, identify trends and deficiencies, and allow for corrective measures. Furthermore, each county must establish and maintain a formal complaint filing system, accessible online and in person, to receive, investigate, and resolve complaints about ambulance quality, conduct, or compliance, which will include tracking, investigation timelines, notifications, and quarterly reporting of complaint data and resolutions to the Institute.
