This bill requires carriers that issue Medicare supplement policies, which are private insurance plans that help pay for costs not covered by Medicare, to issue these policies to individuals who meet specific criteria during certain enrollment periods. Specifically, it mandates that carriers must offer policies to individuals who were enrolled in Medicare Part B while also in the Maryland Medical Assistance Program and are later disenrolled, provided they apply within 63 days of their disenrollment and provide proof. Additionally, carriers must offer policies to individuals eligible for Medicare before January 1, 2020, who qualify for a federal special enrollment period with a guaranteed issue right, if they apply within 63 days of the qualifying event and provide evidence. The bill also clarifies requirements for offering plans to individuals under 65 eligible for Medicare due to disability and establishes a new provision for existing policyholders to be offered policies with equal or lesser benefits during a 30-day window following their birthday, starting July 1, 2023, with the entire act taking effect on July 1, 2026.
