This bill requires that correspondence study programs, which are educational programs where students receive instruction and materials through mail or online, must ensure that the percentage of their enrolled students participating in state-mandated assessments meets or exceeds the participation rate of students in traditional district schools. If a correspondence program fails to meet this requirement, the commissioner of education will withhold state funding until compliance is achieved. The bill defines "correspondence program student assessment participation rate" as the percentage of correspondence students who take a required statewide assessment, and "district correspondence program" as any district offering such a program. The bill also defines "district student assessment participation rate" as the percentage of all students within a district who take the same required assessment. This new requirement will become effective on January 1, 2027.
