This bill requires various educational entities in Maryland, referred to as "covered entities" which include county boards of education, county superintendents, public schools, the State Board of Education, and the State Superintendent, to report and publish certain agreements. Specifically, by September 1st each year, these entities must submit a list of all procurement contracts (which are agreements for goods or services as defined in State Finance and Procurement Article § 11-101) and memoranda of understanding (MOUs) entered into during the previous fiscal year to the State Superintendent, unless the agreement contains information that is legally protected from disclosure. County superintendents and individual schools can fulfill this reporting requirement by submitting the information to their respective county boards of education. By October 1st, the State Superintendent will compile this information into a report and submit it to specific legislative committees, detailing each contract and MOU, the total amount to be paid under procurement contracts, and the total amount actually paid during the prior fiscal year. Furthermore, starting September 1, 2026, local school systems must make all their agreements publicly available on their websites, with new agreements entered into on or after July 1, 2026, being posted within 30 days of being finalized. The Department of Education will oversee compliance with these website posting requirements.
