This bill establishes a Task Force on Education Funding and Student Population Growth, comprised of members from the Senate, House of Delegates, State Department of Education, Maryland Association of Boards of Education, Maryland State Education Association, Free State PTA, Maryland Association of Counties, Maryland Association of School Personnel Administrators, the Public School Superintendents’ Association of Maryland, the Office of the Comptroller, and the general public, with the Governor appointing most members and designating a chair, and the Office of the Governor providing staff support; this task force will analyze issues related to delayed student enrollment counts and their impact on school funding, the relationship between increasing student populations and school funding, and will propose improvements to school funding, reporting its findings and recommendations to the Governor and the General Assembly by December 15, 2026, with the task force's authority expiring one year after its effective date of July 1, 2026.
