This bill establishes a Dangerous Driver Abatement Program, also known as the "Dangerous Driver Accountability Act," aimed at reducing motor vehicle-related deaths by requiring repeat offenders to complete an approved driver accountability and safety course or face sanctions. A "repeat offender" is defined as a vehicle owner who, within a 12-month period, is recorded three or more times by systems like traffic signal monitoring, automated railroad grade crossing enforcement, school bus monitoring cameras, or stop sign monitoring systems, or five or more times by speed monitoring or work zone speed control systems. The program will be administered by the Administration, which will notify repeat offenders of their violations, the requirement to complete a course within 90 days, and the consequences of non-compliance, which can include suspension of vehicle registration renewal or, after 180 days, potential impoundment or immobilization of the vehicle. The bill also includes provisions for waivers in cases of stolen vehicles or if the person was not operating the vehicle, and offers assistance for low-income repeat offenders and a hardship appeal process for essential workers and those without viable transit alternatives. The Administration will also be required to report program statistics annually.
