This bill establishes the Summer Academy for Mathematics and Service Pilot Program in Charles County, Maryland, to help students who are not proficient in algebra or geometry. An "eligible student" is defined as someone in grades 9-11 who either scored below proficient on a recent state math assessment or attends a school where less than 90% of students achieved proficiency. The program, which will be a 6-week summer course, will be implemented by the Charles County Public School System in partnership with the Maryland Department of Labor, using evidence-based interventions and adaptive learning technology. The school system will also provide transportation and meal access consistent with state guidelines. The program can partner with various educational institutions and organizations. The Charles County Public School System must report annually to the Department of Labor on student numbers, attendance, completion rates, proficiency levels before and after the program, and the effectiveness of the interventions used. The Department of Labor will develop program standards, establish performance indicators, provide technical assistance, and award grants to the school system. The bill also specifies how funds will be distributed and used, and the Department of Labor will compile and publish a summary of the reported information, including data trends and recommendations. This pilot program will be in effect for 14 years, starting October 1, 2026, and will automatically expire on September 30, 2040.
