This bill modifies existing Maryland law concerning home builders by introducing new requirements for model homes and contracts for the intent to purchase a new home, and also increases penalties for violations. Specifically, home builders must now provide prospective buyers with a detailed document listing all upgrades in a model home, their estimated costs, the credit value of standard builder-grade items not used, and the total price and square footage of both the base model home and the model home with all upgrades; additionally, a visible sign must be posted near the model home's entrance with similar upgrade and pricing information. When a buyer signs a contract to purchase a new home, the builder must provide a complete list of available upgrades and their costs, and buyers are granted a 5-business-day period to rescind the contract for any reason, with a full refund of all money paid, except for a potential $250 consultation fee. The bill also revises penalties for violations, allowing for daily fines of up to $5,000 for a first or less severe second offense, up to $10,000 per day for a more severe second offense, and suspension of the home builder's registration for up to 30 days for a third or subsequent offense, with these changes taking effect on October 1, 2026.
