This bill amends existing law to require that certified nurse aide (CNA) training programs, which are overseen by state regulations, must ensure that trainees are prepared to provide safe and competent care by equipping them with specific skills and knowledge. These include the ability to form relationships, communicate effectively, and interact with clients sensitively, while also respecting their independence, rights, choices, and dignity. The training must also cover how to observe and report on a client's condition, understand their needs, use problem-solving in caregiving, and apply best practices in client assessment and care planning. Crucially, the bill mandates that CNAs be trained to communicate with and provide care to clients with cognitive impairments, including those with Alzheimer's disease, dementia, mental illness, or intellectual disabilities, and to understand dementia-related behaviors and basic activities of daily living such as eating, dressing, grooming, bathing, and toileting. This Act is set to become effective on January 1, 2027.
