This bill amends existing law to require that certified nurse aide (CNA) training programs, which are regulated by state standards, must be conducted in a way that ensures clients receive safe and competent care. The training must equip CNAs with specific skills, including forming relationships and communicating effectively with clients, showing sensitivity to their emotional and mental health needs, helping them maintain independence, and supporting their rights. CNAs will also be trained to observe and report on a client's condition, understand their care needs, use problem-solving approaches, and preserve client dignity and respect. Furthermore, the training will cover best practices in client assessment and care planning, effective communication, especially with clients who have cognitive impairments like Alzheimer's disease or dementia, and providing care to such individuals. The bill also mandates basic knowledge of Alzheimer's disease, dementia, related behaviors, and activities of daily living, which include eating, dressing, grooming, bathing, and toileting. This Act is set to become effective on January 1, 2027.
