This bill requires the Commissioner of Correction to issue an identification card to incarcerated individuals before their release from state correctional facilities, ensuring it meets the requirements for secondary identification as set forth in Section 12-301.1 of the Transportation Article. Additionally, the Commissioner must initiate the process of obtaining an incarcerated individual's birth certificate and Social Security card as early as possible, providing these documents to the individual before their release, provided the individual consents in writing. If an incarcerated individual enters a correctional facility with a valid photo identification card or driver's license issued by the Motor Vehicle Administration (MVA), the facility must return it to them upon release. For individuals serving sentences of one year or more, correctional officials must work with them six months before their anticipated release to ensure they have a valid MVA photo identification card or driver's license available at the time of release, though this requirement can be met by returning their original identification. The bill explicitly states that these provisions should not delay an incarcerated individual's release.
