This bill establishes a Release Preparation Program within the Division of Correction, which will be funded by the Cannabis Regulation and Enforcement Fund. The program aims to assist incarcerated individuals with their release by allowing formerly incarcerated individuals to access state correctional facilities. The Division of Correction must create a protocol for registering these formerly incarcerated individuals, which will be submitted to the Attorney General for approval. This protocol will require the registration to be publicly available and for formerly incarcerated individuals to submit a written schedule of their intended visits, which the Division of Correction can only deny if it disrupts the normal operations of the facility. The bill also makes conforming changes to the Cannabis Regulation and Enforcement Fund to include support for this new program and sets an effective date of October 1, 2026.
