This bill requires public bodies, which include state government units, counties, municipalities, public higher education institutions, local school boards, and state or local hospitals, to follow specific rules when entering into an "energy performance contract," an agreement where a company designs, installs, finances, maintains, or manages energy systems to improve a building's efficiency in exchange for a share of the energy savings. To help these public bodies, the Maryland Clean Energy Center will hire or contract with "navigators," individuals who assist in creating these contracts. The bill also allocates $1.5 million annually from the Strategic Energy Investment Fund to the Maryland Clean Energy Center for these navigators, who will be assigned to specific regions across the state. Furthermore, the bill modifies the Jane E. Lawton Conservation Loan Program and Fund to allow for grants and loans to these public bodies for energy efficiency projects, with the Maryland Energy Administration working with the navigators to administer these funds.
