This bill allows the sole owner or multiple co-owners of a marine vessel to designate a beneficiary who will automatically inherit the vessel upon the owner's or last co-owner's death, a process similar to what is already allowed for motor vehicles. This designation, indicated by "transfer-on-death" or "TOD" on the title, does not affect current ownership and can be changed or revoked by the owner at any time before their death. If the designated beneficiary survives the owner, they can apply for a new title by providing the original title, a death certificate, proof of identity, and any required fees or taxes; otherwise, the vessel becomes part of the deceased owner's estate. The bill also clarifies that this process does not prevent creditors from pursuing claims against the vessel and that the Department of Natural Resources (for vessels) and the Administration (for motor vehicles) can charge fees and create regulations for this process, with the changes for motor vehicles specifically allowing multiple co-owners to designate a beneficiary.
