This bill modifies the Neighborhood Business Development Program, which provides financial assistance to small businesses, nonprofit organizations, and microenterprises. Previously, the Department of Housing and Community Development was required to obtain approval from the local political subdivision where a proposed project was located before approving an application for financial assistance, either through a formal resolution or a letter of support from an authorized designee. However, if the local jurisdiction did not respond within 45 days of being notified, the Department could proceed with approval. This bill removes the requirement for local approval, allowing the Department to approve applications without explicit consent from the political subdivision, while still maintaining the 45-day response window as a potential point of action. The bill also specifies that this change will take effect on July 1, 2026.
