This bill renames the Council on Open Data to the Council for Open Data and modifies its membership and responsibilities. The Council's membership is significantly reduced from 37 to 11 members, including legislative appointees, the State Chief Data Officer, three local government representatives, and five private, academic, or nonprofit sector members, with specific representation required from the university, private, and nonprofit sectors. The bill also clarifies that the State Chief Data Officer will chair the Council and that staffing responsibilities will be shared by the Department of Information Technology and any other staff designated by the Governor. In addition to its existing duties, the Council will now advise on data initiatives and priorities, and actively identify and explore ways to develop partnerships to connect Maryland's data with communities and social service organizations. The bill also specifies that members will serve 4-year terms, with a limit of two consecutive terms, and outlines procedures for member attendance and removal. The changes are set to take effect on July 1, 2026.
