This bill authorizes the Governor of Virginia to transfer Fort Whitworth, a parcel of land located on the campus of Central State Hospital in Dinwiddie County, to the Petersburg Battlefields Foundation. This transfer will be a gift, meaning it will be made without any payment from the Foundation, and the property will be conveyed in its current state, known as "as-is condition." As a condition of receiving the property, the Petersburg Battlefields Foundation must, within one year of the transfer, offer to place a historic preservation easement on the land for its permanent protection. This easement would be for the perpetual protection of the property, and its acceptance by the Board of Historic Resources (the Board) is entirely at the Board's discretion. If the Board accepts the easement, the Foundation will be obligated to convey it, subject to any conditions the Board may set. The conveyance will be finalized through a quitclaim deed, a type of deed that transfers whatever ownership interest the grantor has, and its form must be approved by the Attorney General.
