Bill Summary

Department of Energy; use of waste heat from data centers; findings and recommendations; work group; report. Directs the Department of Energy to lead efforts to accelerate the use of waste heat from data centers in the Commonwealth by making certain findings and recommendations and convening a work group to provide expertise, assistance, and feedback on the Department's efforts. The bill requires the Department to submit a report of its efforts, findings, legislative proposals, and recommendations no later than September 1, 2026.

AI Summary

This bill directs the Department of Energy to take a leading role in finding ways to reuse the heat generated by data centers, which is currently considered waste. The Department will identify opportunities for this "waste heat" to be used beneficially, such as for heating buildings or in industrial processes, and will figure out how to connect data centers with potential users of this heat. It will also examine successful methods for waste heat utilization from other places and develop a plan to encourage its use in the Commonwealth, including assessing the costs of necessary infrastructure and programs. To help with these efforts, the Department will assemble a group of experts and stakeholders, including representatives from economic development, the data center industry, local governments, utilities, and potential heat users. Finally, the Department must report its findings, any proposed new laws, and other recommendations to the General Assembly by September 1, 2026.
