This bill requires cabinet secretary approval for state employee salary increases exceeding ten percent (10%) in a fiscal year, with the Office of Management and Enterprise Services (OMES) providing forms for this approval and for bonus approvals. Agencies must establish rules for maximum bonus amounts and performance metrics for each position, with these metrics needing to be in place by the time a bonus is effective or within thirty (30) days of hiring. Salary adjustments over ten percent (10%) due to performance reviews, changes in duties, or responsibilities also require documentation on OMES-prescribed forms. However, these restrictions on salary increases and bonuses do not apply to the executive director or chief executive officers of agencies, nor to positions requiring advanced degrees or specific licenses such as medical doctors, certified public accountants, and professional engineers, who will instead be subject to agency-established pay rules. Additionally, employees of institutions within The Oklahoma State System of Higher Education, career technology districts, and common school districts are exempt from these provisions, though employees of The Oklahoma State Regents for Higher Education are not. This bill will take effect on July 1, 2026, with an emergency clause allowing it to be in force immediately upon passage and approval.
