This bill mandates the installation of diaper changing stations in public restrooms across Missouri. Specifically, any new private business established on or after August 28, 2026, must equip its public restrooms with a diaper changing station, which is defined as a table or device suitable for changing a child under four years old. Furthermore, starting January 1, 2028, all public restrooms located within public buildings, meaning those owned or operated by the state or local governmental bodies, must also be equipped with these stations. The bill also clarifies that if a gender-specific public restroom is required to have a changing station, a similarly equipped restroom must be available for the opposite gender within the same building.
