This bill repeals the "strategic investments and projects account," a fund used for various state initiatives, and redirects its remaining money to the general fund. It also adjusts how funds are transferred to and from the Wyoming state penitentiary capital construction account, changing the source of some transfers from the now-repealed strategic investments and projects account to the general fund, and extends the period for these transfers. Additionally, it renames the account where excess earnings from the permanent Wyoming mineral trust fund are deposited from the "strategic investments and projects account" to the "legislative stabilization reserve account." The bill mandates that by July 1, 2026, all funds within the strategic investments and projects account, except those designated for the penitentiary construction, will be moved to the general fund, and any future funds that would have gone to the repealed account will now go to the general fund. The state auditor will report on these transfers to the joint appropriations committee in late 2026 and 2027, and the changes will take effect on July 1, 2026.
