This bill requires the State Board of Education to create and maintain a comprehensive four-year plan to address the programming needs and development of the State Department of Education, which will be reviewed and updated annually. This plan must include the Board's long-term goals and short-term objectives for existing and future programs, descriptions of proposed new programs, an analysis of costs and how program success will be measured, and specific action plans with target dates and implementation strategies. Annually, by December 1, this four-year plan must be submitted to the Governor and the leaders of both houses of the Oklahoma Legislature. Additionally, the State Department of Education is directed to create the necessary rules to put this act into effect, which will become law on September 1, 2026.
