This bill requires utilities, including gas, electric, water, steam, telegraph, telephone corporations, and municipalities providing similar services, to notify property owners before starting any non-emergency construction or work that is expected to directly and significantly affect how a property is used or accessed. The notice must be given no more than thirty days and no less than as far in advance as practicable before the work begins, and it must include details such as a description of the work, its expected duration, location, any road closures or detours, and how it might impact property use, along with the utility's contact information, and can be delivered through electronic means, signage, or written materials. However, these notification requirements do not apply during natural or man-made disasters or states of emergency, or when providing notice would hinder the timely installation, restoration, or repair of a customer's utility service.
