Criminal procedure; use of taser, prohibited on restrained individual

This bill prohibits law enforcement officers from using a taser, which is defined as any device designed to emit an electrical, magnetic, or other charge to temporarily incapacitate someone, on an individual who is already restrained or unable to resist, such as when they are in handcuffs or other restraining devices. This prohibition applies notwithstanding a previous law (Section 13A-3-27 of the Code of Alabama 1975) and will take effect on October 1, 2026.
