This bill allows retail licensees, such as bars and liquor stores, to purchase the physical barrel or lid from which distilled spirits were bottled, in addition to buying the bottled spirits themselves, from a manufacturer. This is done through a specific agreement provided to the Alcoholic Beverage Control Authority (the "Authority"). Importantly, the bill clarifies that receiving the physical barrel or lid in this manner will not be considered a gift, and the retail licensee is permitted to display it on their premises. The retail licensee will be responsible for adhering to all the terms and conditions outlined in the barrel purchase agreement.
