AI Summary

This bill establishes a Youth Employment Grant Program, administered by the Mississippi Department of Employment Security, to help municipalities fund employment opportunities for youth aged 16-24 who are currently in school or have committed to enrolling. To be eligible for a grant, a municipality must submit a plan to the Department of Employment Security detailing proposed work projects for youth, including how these projects will offer a combination of work experience and on-the-job training with at least ten percent of a youth's time dedicated to developing basic life skills like communication, leadership, and a positive work ethic, and the municipality must also agree to contribute matching funds equal to twenty percent of the grant amount. The bill also creates a dedicated "Youth Employment Grant Program Fund" within the State Treasury, which will be comprised of legislative appropriations and any other funds designated by the Legislature, and from which grants will be made to municipalities for these youth employment initiatives.
