AI Summary
This bill amends the Equitable Restrooms Act to expand the requirement for adult changing stations, which are private, enclosed facilities containing a powered, height-adjustable adult changing table capable of serving people of any age, to include not only State-owned buildings but also public buildings, defined broadly to encompass establishments serving a large number of people, entertainment venues, places of public display, recreational areas, airports, bus stations, educational institutions, hospitals, and rehabilitation facilities. Owners and operators of these buildings must designate at least one public restroom as an adult changing station, maintain and clean it regularly, and ensure sufficient floor space for accessibility under the Americans with Disabilities Act (ADA). Additionally, conspicuous signage must be placed at restroom entrances and in building directories to indicate the location of these stations. For new construction or renovations commencing after specific dates (January 1, 2029, for new buildings and January 1, 2031, for renovations costing at least $10,000), at least one powered, height-adjustable adult changing table must be installed in a single-occupancy, gender-neutral restroom.
