This bill establishes a new special license plate program in Arizona to support skin cancer prevention efforts. To implement this program, a person or entity must initially pay $32,000 to the Department of Transportation (the department) by December 31, 2026, and this entity will also be responsible for designing the plates, subject to the department's approval. A portion of the $25 fee for these special plates will be allocated as an $8 administration fee to the state highway fund and a $17 annual donation to a newly established "skin cancer prevention special plate fund." This fund will be administered by the director, with the initial $32,000 implementation fee being reimbursed to the original payer. Up to ten percent of the fund's annual monies can be used for administrative costs, and the remaining funds are continuously appropriated. Annually, the director will allocate these monies to a qualified non-profit organization (501(c)(3)) that is headquartered and incorporated in Arizona since 2011, and which provides skin cancer prevention education and testing to underserved populations, constructs sun shades at schools, and facilitates follow-up testing and treatment for those diagnosed with skin cancer. The bill also makes conforming changes to existing statutes regarding license plate design and the definition of highway user revenues to include the new special plate administration fees.
