This bill authorizes the issuance of up to $4,000,000 in state general obligation bonds to help the Mississippi Organ Recovery Agency (MORA) establish an infectious disease testing lab. The funds will be used for construction, repair, renovation, furnishing, equipping, and upgrades to the Mississippi Blood Services building in Flowood, Mississippi, to house this new lab. The bonds will be managed by the State Bond Commission, with their principal and interest payable from the full faith and credit of the State of Mississippi. Proceeds will be deposited into a special fund called the "2026 MORA Infectious Disease Testing Lab Fund," and any remaining funds after the lab is established will be used to pay off the bonds. The bonds will be issued and sold by the State Bond Commission and will mature within 25 years, with no bonds to be issued after July 1, 2030. This act takes effect on July 1, 2026.
