This bill amends Utah law to gradually transition the collection of signatures for initiatives, referendums, and candidate nominations from manual paper-based methods to electronic methods. Starting January 1, 2028, at least 10% of signatures must be collected electronically, increasing to 50% by January 1, 2030, and becoming the exclusive method for initiatives and referendums by January 1, 2032, with candidate nominations also fully transitioning to electronic collection by that date. The bill also updates definitions related to electronic signature gathering and specifies requirements for the devices and systems used, including data storage and security protocols, and mandates reporting on the progress and challenges of this transition. Certain provisions related to manual signature gathering will be repealed on January 1, 2032, and the bill takes effect on May 6, 2026.
