This bill authorizes local law enforcement agencies to enter into agreements, known as Memorandums of Understanding (MOUs), with independent nonpublic schools to provide school resource officers (SROs), who are sworn law enforcement officers assigned to school campuses to enhance safety and combat violence. The bill specifies that these MOUs must ensure at least one SRO is assigned to each independent nonpublic school campus. It also requires individuals employed as security guards or SROs at these schools who are not already sworn law enforcement officers to complete basic law enforcement training within two years of their hiring, with the consequence of losing their peace officer authority if they fail to do so. The bill defines "independent nonpublic school" as a Mississippi-based school that is a member of the Midsouth Association of Independent Schools (MAIS) or accredited by a recognized organization, and not under the direct authority of the State Board of Education unless accredited by it. Additionally, it clarifies that these provisions apply to MOUs between law enforcement agencies and the governing boards of these independent nonpublic schools, and makes conforming amendments to existing state laws regarding law enforcement contracts with schools and the use of official uniforms and equipment by off-duty officers for private security services, specifically exempting SROs at nonpublic schools from certain liability provisions.
