Motor vehicles; driver licenses; designation of certain medical conditions, provided for

AI Summary

This bill, known as the Driver Communication and Safety Enhancement Act, amends existing Alabama law regarding driver licenses to allow individuals to voluntarily designate on their driver license or nondriver identification card that they have been diagnosed with an "invisible medical condition," which is defined as a physical or mental condition that may interfere with communication with a first responder, such as a communication impediment, hearing loss, blindness, autism spectrum disorder, traumatic brain injury, schizophrenia, or a cognitive disability. To receive this designation, individuals must provide proof of diagnosis from a licensed physician, and the Alabama State Law Enforcement Agency (ALEA) will create a discrete symbol, depicting the state flower, to be placed on the license or card without an additional fee for the designation itself. The bill also clarifies that ALEA may charge a small fee, not exceeding the actual cost, for producing and issuing these identification cards and specifies that revenues collected will be used for the program with any excess reverting to the State General Fund.
