This resolution requests the Department of Rail and Public Transportation, working with Hampton Roads Transit and the City of Virginia Beach, to conduct a two-year study on the feasibility of extending the existing light rail system, known as "The Tide," to the Virginia Beach Oceanfront. The study will examine various aspects, including potential routes, engineering and environmental needs, community impacts like noise and property values, and projected ridership. Crucially, it will also evaluate how to fund the construction and ongoing maintenance of this extension, considering potential revenue sources and impacts on the local area, and will recommend a process for public engagement. The Department is required to submit annual reports of its findings and recommendations to the Governor and the General Assembly by November 30th of 2026 and 2027.
