This bill, declared an emergency measure, prohibits nongovernmental organizations (NGOs) from knowingly or recklessly providing "material support," defined as tangible aid like food, shelter, transportation, legal services, medical care, or financial assistance, to individuals in Oklahoma who are "asylum seekers" (those who have applied for asylum or withholding of removal) or "illegal immigrants" (those present in the United States without lawful immigration status). NGOs violating this provision will be permanently barred from receiving any state or local funding, and their officers, directors, employees, or agents who knowingly participate in or direct such violations face felony charges with potential imprisonment and fines. Furthermore, the Attorney General, district attorneys, or affected state agencies can sue to stop these violations and reclaim any state or local funds previously given to the offending NGO, with an exception for law enforcement activities and criminal investigations.
