This bill requires that residential properties purchased at a master commissioner's sale or other court-ordered sale in a county with a land bank authority, which were occupied within two years prior to the sale, must be renovated within six months of obtaining title and returned to a state of occupancy within eighteen months, or according to the timeline set by the land bank authority. "State of occupancy" is defined as either actual occupation by the owner or a tenant, or actively marketing the property for sale or rent, which includes prominently displaying a sign, using a licensed real estate agent if applicable, and making a good-faith effort to sell or rent. The bill also specifies exceptions for properties with existing leases or those subject to a redemption period, and it will not apply to vacant lots or severely dilapidated properties. Failure to comply will result in a daily fine of $100, payable to the local government, and could lead to an order for the property's sale.
