This bill modifies the eligibility requirements for in-state tuition at public colleges and universities in Virginia for children of active duty military members and veterans. Previously, a child of such a service member or veteran could only receive in-state tuition if their parent had filed Virginia tax returns for at least 10 years while on active duty. This bill reduces that requirement to four years of filing Virginia tax returns during active duty service, making more children of military families eligible for lower in-state tuition rates regardless of where they currently live, as long as their parent claims Virginia as their home of record and has met the tax filing criteria.
