This bill directs the Office of the Executive Secretary of the Supreme Court of Virginia to work with two other groups, the Standing Committee on Commissioners of Accounts of the Judicial Council of Virginia and the Conference of Commissioners of Accounts, to hire an outside company to examine a selection of annual financial reports filed by conservators. Conservators are individuals appointed by a court to manage the financial affairs of someone who is unable to do so themselves. The review will specifically look at how quickly these reports are submitted and reviewed, whether the information provided by conservators is correct and complete, how well the commissioners of accounts (officials who oversee these reports) are doing their job, how conservator fees are being reviewed, and the fee structure and submission process for conservators managing the finances of individuals with permanent disabilities. The findings of this review will be compiled into a report and sent to the chief judge of the circuit court and the commissioner of accounts in each area reviewed by December 1, 2026, with the goal of improving the instructions and training provided to commissioners of accounts and newly appointed conservators.
