This bill modifies the appointment procedures for members of the Oklahoma Veterans Commission, which is composed of nine honorably discharged veterans. Previously, the Governor appointed six members from lists provided by specific veterans' organizations, such as the American Legion and Veterans of Foreign Wars, and three members at large. The bill clarifies that if a veterans' organization fails to provide the required list of candidates and supporting documents, the Governor shall appoint a member at large to represent that organization, rather than having the option to do so. It also updates language regarding how vacancies are filled, requiring the executive officer of the relevant veterans' organization to submit a list of three names within thirty days for vacancies among the six organization-represented positions, and if they fail to do so, the Governor shall appoint a member at large. Additionally, the bill specifies that no person related within the third degree to an employee of the Oklahoma Department of Veterans Affairs can be appointed, and prohibits Commission members from being employed by the Department during or for two years after their service. The bill also allows for acting or interim appointments for individuals nominated to fill vacancies that existed as of April 18, 2024, pending Senate confirmation, and sets an effective date of November 1, 2026.
