AI Summary

This bill enacts several changes related to correctional facilities and incarcerated individuals in New York State, aiming to improve transparency, accountability, and safety. Key provisions include requiring the timely disclosure of video and audio recordings to the Attorney General's Office of Special Investigations (OSI) when an incarcerated person dies in custody and involves correction officers or peace officers, with specific timeframes for disclosure and rules regarding redactions. The bill also mandates comprehensive camera coverage in correctional facilities and vehicles, establishing standards for installation, operation, and maintenance, and repeals previous provisions related to camera standards. Furthermore, it modifies next-of-kin notification procedures for deceased incarcerated individuals, extends the timeframe for the State Commission of Correction to report on deaths in facilities, allows for access to microscopic slides from autopsies upon request, and updates reporting requirements for the OSI regarding allegations of misconduct. The bill also adjusts the membership and structure of the State Commission of Correction and its related boards, expands the Correctional Association's access to facilities and information for inspections and surveys, and amends laws to provide a clearer two-year window for individuals in custody to file lawsuits after their release, ensuring they are not disadvantaged by their incarceration when pursuing legal claims.
