The bill also establishes a Joint Subcommittee to Study Elementary & Secondary Education Funding to research and propose best practices, such as using memoranda of understanding, for how localities can develop, submit, and prioritize funding for these annual needs-based school board budgets, with a deadline for submitting their findings and recommendations by November 1, 2026, to relevant legislative committees.
