This bill amends Arizona law regarding telephone solicitations by expanding the definition of "telephone call" to include text messages sent to cellular telephones and clarifying that "telephone solicitation" can originate from or be directed to a person in Arizona. It also makes several changes to what constitutes an unlawful practice for sellers and solicitors, including prohibiting the use of equipment that blocks caller identification, requiring sellers to maintain a "no call" list for at least ten years, and prohibiting unsolicited telephone solicitations to cellular telephones, mobile or paging devices, and residential or cellular telephones using artificial or prerecorded voices unless there is prior express consent or for emergency purposes. Additionally, the bill mandates that automatic dialing equipment must exclude calls to emergency numbers, hospital or healthcare facility rooms, paging or cellular services, and numbers on a "no call" list, and clarifies that outbound telephone calls must comply with federal regulations.
