This bill relates to the sex offender registry including duration of registration, photograph requirements, and modifications. The bill provides that a sex offender convicted of any subsequent sex offense, including any expunged convictions, who is already required to register as a sex offender shall be required to register for life and shall not be eligible to apply for removal from the sex offender registry. The bill provides that photographs of a sex offender shall be updated, at a minimum, annually, and photographs must be taken with the sex offender fully facing the camera with eyes open. Any photographs displaying distortions, glare, or blurring must be retaken. The bill provides that a sex offender with a history of recidivism involving sex offenses, including previously expunged convictions, is not eligible for a modification of the offender’s registration requirements.
