This bill requires data centers, defined as privately owned facilities with computer equipment and a power capacity exceeding twenty megawatts (20 MW), to register with the Tennessee Public Utility Commission (Commission). Starting January 1, 2027, data center operators must provide the Commission's executive director with details like their physical address, contact information, approximate power capacity, the utilities serving them, and employee numbers. Electric and water utilities that provide service to these registered data centers will then be required to report the amount of electricity or water used by the data center and the rates charged, even if not otherwise mandated by law. The Commission's executive director will compile this information into monthly reports detailing data center usage and utility rates, which will be published on the Commission's website. Failure to comply with registration requirements can result in daily civil penalties, and the Commission can seek court orders to stop violations. The bill also allows the Commission to create rules to implement these provisions.
