AI Summary

This bill establishes a grant program managed by the Mississippi Development Authority (MDA) to help state universities create endowments specifically for hiring professors in quantum computing and Artificial Intelligence (AI) engineering. Universities wishing to participate must apply to the MDA, detailing their plans for the endowment, the types and number of professors they intend to hire, their own financial commitment to the endowment, and the amount of grant funding requested. The MDA will review these applications and approve eligible institutions. A dedicated fund, the "State Institutions of Higher Learning Quantum Computing and Artificial Intelligence Engineering Professors Fund," will be created in the State Treasury to hold legislative appropriations for these grants, with the MDA disbursing funds at its discretion. The bill also outlines the MDA's authority to create necessary rules and regulations for the program and sets an effective date of July 1, 2026.
