It also mandates that ballot language fairly and accurately explains the impact of voting for or against a measure, and prohibits advertising a tax as not increasing taxes unless the measure would actually cause a tax rate decrease or keep it the same. The bill also repeals and reenacts numerous sections of Missouri law to standardize the ballot submission process, generally directing that questions be submitted according to a new section, 115.706, which outlines these new requirements for ballot language.
